By Michela Sertorio, Business Line Manager - [BU Pension Funds](https://www.kireygroup.com/en/products/welfare) at Kirey.

Supplementary pension provision is becoming an increasingly important component of Italians’ savings and financial planning. According to the [latest COVIP data](https://www.covip.it/la-covip-e-la-sua-attivita/pubblicazioni-statistiche/fondi-pensione-documentazione-e-statistiche), as of the end of June 2026, the number of active memberships in supplementary pension schemes had exceeded **12 million**, up by **558,000 compared with December 2025**. The sector is growing, but this growth brings a specific challenge: making an inherently complex service more aligned with people’s expectations.

For a long time, joining a pension fund and managing one’s pension account has meant navigating complex procedures, paperwork, waiting times and multiple intermediate steps. This can make the process more burdensome for members while also generating a **significant operational workload** for pension funds, particularly when workflows remain fragmented or require manual intervention. Today, however, people approaching supplementary pension provision bring with them the habits they have developed in other areas of financial services. They expect to understand their situation at a glance, track requests, access services and carry out transactions independently through simple, reliable digital experiences.

Recent regulatory developments, particularly those introduced by the [**2026 Budget Law**](https://lavoro.gov.it/previdenza-complementare/comunicazione/notizie/previdenza-complementare-le-novita-della-legge-di-bilancio-2026-legge-1992025-vigore-dal-1deg-luglio-2026), which came into force last July, represent a significant milestone for the sector. The new provisions expand the options available to members when it comes to **benefit payments** and introduce changes to mechanisms that directly affect pension funds’ **administrative processes**. For pension funds, however, the challenge is not simply to implement the new requirements within the prescribed deadlines. It is to translate these changes into **services that are genuinely available, manageable and timely** for members, supported by flexible, integrated technology solutions.

## **From regulatory compliance to service quality: the value of speed for members and pension funds**

Ongoing regulatory developments require pension funds to look beyond the mere implementation of new provisions. In this rapidly changing environment, compliance is no longer an exclusively technical exercise; it has also become a matter of competitiveness.

On the one hand, **digitalisation** plays an important role in **onboarding new members**, facilitating access and reducing the complexity associated with forms, signature processes and verification procedures. On the other, the expansion of available benefits also draws attention to the next stage: enabling members to access services and **manage their pension accounts over time**.

New benefits and new scenarios require an integrated approach to adaptation. This applies both to the **backend**, where applications, calculation engines, checks and payments must be managed, and to the **front end**, where services must be made genuinely accessible through members’ online portals and supported by clear digital journeys. Both layers must evolve in tandem to ensure that processes are not only compliant and accurate, but also easy for members to use.

## **A modular infrastructure to support change**

To navigate this transformation, technology must be viewed not as a collection of features to be added over time, but as a **strategic infrastructure** designed to be **modular and integrated**. This means being able to make targeted changes to rules, calculation parameters and administrative workflows while maintaining consistency with the systems already in place at the pension fund and ensuring continuity in day-to-day operations.

At the application level, this flexibility must extend to both the backend and member-facing channels: from **case management and tracking** to **integration with the fund’s existing systems**, as well as **secure member portals**, **secure authentication mechanisms** such as one-time passwords (OTPs), and the ability to check the status of a request at any time. A cloud-first architecture, supported by appropriate **security, resilience and disaster recovery measures**, can facilitate the development and management of these services while safeguarding data and operational continuity.

## **Domain expertise and end-to-end perspective**

In a regulatory environment that will continue to evolve, the goal is not to add individual features one at a time, but to establish an infrastructure capable of absorbing change and translating it into improvements across the entire process.

Technology must therefore be complemented by established expertise in supplementary pension provision: a thorough understanding of administrative procedures, regulatory and tax requirements, pension funds’ operational needs and members’ expectations. Only an **end-to-end perspective** can ensure that rules, processes, systems and digital channels work together coherently, from case management through to service delivery.

The aim is not to standardise everything indiscriminately, but to make processes more reliable, traceable and adaptable over time without increasing the operational burden on internal teams. This strengthens the fund’s **governance and audit capabilities** while enabling it to offer members a **clearer, more seamless experience**.

Every pension fund, after all, operates within its own **organisational context**, with established processes and distinctive ways of engaging with its members. Alongside robust, modular solutions, it is therefore essential to work with partners capable of tailoring their implementation to each fund’s specific context and supporting internal teams in both recurring activities and broader transformation initiatives.

For supplementary pension provision, the challenge is not simply to ensure compliance with new regulations. It is to seize this opportunity to rethink services and build stronger, longer-lasting relationships with members, turning complexity into a simple, high-quality experience.
